[Economical and ecological aspects of standardizing the waste formation]

English. The article deals with realizing the legislative requirements as regards to avoiding or reducing waste formation, stimulating the introduction of low-waste technologies, ecologically and economically caused limitation of waste formation and localization. This requires clear and unambiguous standard indices, introducing the waste management methods, effective use of the resources. According to the Law of Ukraine "On wastes", the following issues are subjected to standardizing: boundary indices of waste formation in technological processes (standard tolerant volumes of waste formation), requirements as regards to specific indices of formation (waste formation standards). Standardizing in the area of waste handling, equally with other constituents of ecological standardization, should ensure the standard base; establishing and functioning the state system to manage ecological safety, achieving the balance between the levels of hazardous impact on the environment and capacities thereof to restoring. Standard and legislative documents in force, which provide for a project of the limit of waste formation and localization, calculated on the basis of standards of waste formation, are considered. Drawbacks and violation of the system of recording the wastes, discrepancies between the data of the state statistical reports and factual data are stressed.

Йдеться про реалізацію законодавчих вимог щодо запобігання або зменшення утворення відходів, стимулювання впровадження маловідходних технологій, екологічно і економічно зумовленого лімітування утворення і розміщення відходів. Це вимагає чітких і однозначних нормативних показників, впровадження методів контролю за відходами, ефективного використання ресурсів. Згідно із Законом України "Про відходи" нормуванню підлягають граничні показники утворення відходів у технологічних процесах (нормативно-допустимі обсяги утворення відходів), вимоги щодо питомих показників утворення (нормативи утворення відходів). Нормування у сфері поводження з відходами, нарівні з іншими складовими екологічного нормування, повинно забезпечувати нормативну основу, створення і функціонування державної системи управління екологічною безпекою, досягнення балансу між рівнями шкідливого впливу на навколишнє середовище і його можливостями до відновлення Розглядаються чинні нормативно-правові документи, які передбачають проект ліміту на утворення і розміщення відходів, розрахований на підставі нормативів утворення відходів (НУВ). Відмічаються недоліки й порушення системи обліку відходів, розбіжності між даними державної статистичної звітності та фактичними даними.
