[Establishing and development of a biosphere reserve concept]

Investigated are roots of origin of reserves and the UNESCO Programme “The Man and Biosphere”, tasks of the Programme, development of its base (within the boundaries of natural history and social sciences), the sustainable use and preservation of biological diversity and improvement of relationships between people and environment in the global scale. The work of the UNESCO General Conference (1970), 1st session of the International Coordination Council of the UNESCO Programme (1971), the Large international conference in Seville (Spain, 1995) is shown. Disclosed is the content of the Strategy, which is called as the Seville Strategy for future actions as to changes in the Concept of biosphere reserves, their functions and parameters of realizing the tasks set. In 1970 a new classification of reserve objects is developed introducing a new category of "biosphere reservates". In 1974 the National Committee of the Ukrainian Soviet Socialist Republic (URSR) according to the UNESCO Programme “The Man and Biosphere”. The following categories of natural territories, which are under special protection, are isolated: state natural reserves, including biosphere ones; national parks; natural parks; nature monuments; dendrological parks and botanical gardens; medical treatment and sanitation locations and resorts.

Досліджуються коріння виникнення заповідників та Програми ЮНЕСКО "Людина і Біосфера", завдання Програми, розробка її основи (в межах природних та суспільних наук), сталого використання та збереження біологічного різноманіття і поліпшення відносин між людьми і довкіллям у глобальному масштабі. Показано роботу Генеральної Конференції ЮНЕСКО (1970 p.), І сесії Міжнародної Координаційної ради (МКР) Програми ЮНЕСКО (1971 p.), Великої міжнародної конференції в Севільї (Іспанія, 1995 p.). Розкрито зміст Стратегії для майбутніх дій, названої "Севільською стратегією" щодо змін у концепції біосферних заповідників, їхніх функцій та параметрів виконання nocтавлених завдань. У 1970 р. розроблено нову класифікацію заповідних об'єктів із введенням нової категорії — "біосферних резерватів". У 1974 р. створено Національний комітет УРСР по Програмі ЮНЕСКО "Людина і Біосфера". Виділено категорію особливо охоронюваних природних територій: державні природні заповідники тому числі біосферні; національні парки; природні парк, державні природні заказники; пам'ятки природи; дендрологічні парки та ботанічні сади; лікувально-оздороЕ місцевості і курорти.
