The major economic instrument of intelligent use management of land resources is the cost estimate (price) of ground which ministers the mechanism of building of the taxation and pricing rational system, has principled value not only for sale and purchase of lands, but also the conclusion of agreements on the long term and near term lease, the lien and applications of other elements of a market turnover of land. The concept of formation of land attitudes new system, the mechanism of their regulation should actuate: Targeted serial perfecting of attitudes of the landed property, permitting to frame competitive medium for an effective work of diversiform land tenures, land use and orders; An installment introduction of a market turnover of lands - from broad utilization of different kinds of the land lease up to such market forms of operations with her, as the lien, drive by the way the share in a fixed fund capital of the enterprise, an exchange of the land areas, the repayment of the share (probably preferential) with the right of drawing upon a credit on these purposes, etc. And, at last, under inspection to the state sale and purchase of lands; building of effective control by land resources management, increases of efficacy of land use and land tenure providing a targeted intensification of production. In the proximate years in Belarus in range of land attitudes it is necessary to realize economically the right of a private land possession, to liquidate available contraventions between the individual and collective enterprises. In this connection it is offered three models of development of land revolution of agricultural destination. The first model when from above 80% of ground is in state property, a main route of its concentration in efficiently working enterprises of all types is the lease. The second model reputes an equal ratio state and a private property on land. Here will receive development a market turnover of lands as on the basis of the lease, and sale and purchase. On the third model of land revolution in a state property there will be 20% of lands, and in private - about 80%
