Current issues on the foreign laborers in the Japanese marine products industry

The Japanese government does not adopt an open-door policy on the foreign laborers work in the Japanese country. However, according to the reality, there is already a considerable number of foreign employees in the industry. In particular, the demand for foreigners in charge of simple work rises in the industry. For example, according to the result of the 11th fisheries census (2003) that investigated the reality of foreign laborers for the first time, the number of foreign sailors who got on board in Japanese fishing boats was 7,759, or more than 3% of all fishing crew. In the Japanese fishery and marine products processing industries, we confirm the movement that foreigner employees tend to increase because of the decline and aging phenomenon of domestic fishery laborers. Employment status of a foreigner in fisheries business can be divided by the following forms; 1) a laborer in the coastal/offshore fishing industry and marine products processing industries as a trainee under the supervision of JITCO (Japan International Training Cooperation Organization, a public service corporation). 2) a crew of pelagic fishing operating in foreign countries and working with some Japanese on board. The purpose of this forum is to investigate and analyze the fact of foreign workers in the Japanese marine products industry, since it is an important matter to inspect the total future trend and problem.
