Charting the direction of non-timber forest products (NTFP) research and development: the role of Philippine forest policies and regulations

This paper draws from the study, 'Analysis of Policies and Regulations Governing NTFPs in the Philippines' conducted the UPLB Integrated Research and Development Program on NTFPs from the period December 2003 to December 2004. The study's main objective was to identify and assess existing policies and regulations that may govern the country's NTFPs, with specific objectives of identifying problems, issues, gaps, conflicts, and specific policies related to the development, management, production, and use of NTFPs. Two sets of respondents, NTFP permitees and key informants, were interviewed from five regions known to have abundant NTFPs that have been the object of economic activities. The NTFPs included were the following: rattan, bamboo, nipa shingles, almaciga resin, pili (Canarium spp) resin, honey, vines, buri, and anahaw. The findings point to the need for strategies and directions for further NTFP development such as the conduct of a comprehensive inventory, assessment, expansion of areas planted to NTFPs, harmonization of regulatory procedures governing the gathering, processing and transport of NTFPs and re-orientation of policy that view NTFPs as minor forest products. The latter comprises one of the major stumbling blocks to NTFP Research and Development for lack of support for forest products that are heretofore considered as relatively low in importance and economic value.
