Activation and development of rural areas in respect of town and country planning

The article is based upon a particular example of comprehensive planning activities realized in the rural commune of Klodzko (Poland). Its aims is to reveal the meaning of town and country planning, constituting at present a significant if not the most important barrier to economic development. Such a situation is evident particularly in rural areas where this factor of activation and local development is frequently disregarded, and where preparing new plans for local space development is impossible due to insufficient material means. As a result the management of these areas is still based mainly on old general plans which assigned nearly all non invested areas for agricultural purposes. Thereby the idea of economic activation through multifunctional development of rural areas is hindered by an explicit obstacle which should be removed without delay to clear the way to the common Europe
