The importance of quantitative parameters and qualitative characteristics for development of cooperatives in Shumen district

The cooperatives are widespread in all member countries of European Union (EU). The EU policy provides appropriate legal tools for the sake of facilitating their activity. Thus, the all governments ensure the necessary environment for development of cooperatives in order to indemnify their participation and presence in economic life, equally with other forms of partnership. The good running of the business in the contemporary time demands uniting and undertaking collective efforts through different economic subjects in order to share and embrace mutual business interests. The cooperation is useful and indispensable as for regulation and management so for legislators and crediting institutions. The goal of present research is to analyze quantitative and qualitative characteristics of cooperatives in Shumen district as well as being recommended and pointed out the possibilities for their organizational development. The study indicates that as unions of people not as assembles of capital, the cooperatives are set up based on certain principles. They are distinctive feature along with a basis for development of these economic structures. The predominant part of the cooperatives in Shumen district is engaged in the agricultural sector. Regarding the legislation in force and embodied qualitative parameters, the cooperatives belong and are considered as small and middle-size enterprises. This specific renders them a chance to benefit on wide grant and program spectrum (State and EU run) designated for development in this economic sector. The labor in cooperatives from the Shumen district is prevailed from employees in and over working age. The fraction of the employees in age from 16 up to 30 years old is extremely low. In the future, this negative characteristic will bring about the increase of the employees from over working age. The ultimate aim of the cooperatives from Shumen district is keeping on and lifting up their market share. The most fast developed cooperatives are those operating in intensive and fast turnover sectors - production, services and intermediation. This trend will proceed in future too. As a form for organization of the business, the cooperatives demonstrate resilience and adaptability supposing the dynamic environment. The socio ­ economical role and significance, which they show, makes them more attractive from the choice for development of new business point of view along with as an alternative form of employment.
