The policy for development of the rural regions in Bulgaria in the light of the new world tendencies

In spite of the modernization in different areas of social life a considerable part of the rural regions in the country lag behind in their development. The following question arises: what are the possibilities for using political decisions for overcoming the negative tendencies? The aim of the present article is to make a comparative characterization of the development of the towns and villages in the country after 1990, to analyze the tendencies in the development of the rural region policy in the advanced countries and to make proposals for new emphases in the Bulgarian policy in this area on this basis. Based on the statistical information it has been concluded that the differences concerning the demographic processes, the economic development and the access to some basic services between the urban and rural regions have become more profound. At the same time the opposite processes are observed in the rural regions of well-developed countries - the demographic processes are no longer endangering, the rural economy is diversified, the share of industry and services is growing and the agricultural sector becomes more market-oriented. Important institutional changes occur - application of an integrated territorial approach as opposed to the traditional sector approach and decentralization of the governing processes, emerging of new 'actors'in the politic process. The ideas for improving of normative base of the policy concerning the rural regions are enunciated in several directions - administrative division of the country and the status of regional governors; pricising the criteria for defining rural region territory in the National Strategy Plan and in the Bylaw for implementation of particular measures as well as for more efficient running of local authority and involvement of citizens in governance.
