[Essence and features of technical potential as subject of management]

The essence and the peculiarities of technical potential as an object of management are studied thoroughly. Different interpretations of this notion are examined. The formation interconnection between technical potential and production potential is researched, their interrelation and the interrelation between their resource components is also studied. However the consistent ideology and the complete scientific concept which could become a reliable basis for development of strategy and mechanisms of its development and use in a modern situation is not developed yet. Ordering of the conceptual device of terms (potential) , (industrial potential) , ( technical potential) has allowed to formulate most the general treatments of these concepts. So, it is necessary to understand an opportunity to execute concrete kinds and amounts of works on manufacture of agricultural production, using available technical and a manpower technical potential of an agricultural production for a time unit (hour, day, a season, etc.). It is established, that all the following characteristics: the key factor which reflects the internal content of technical and industrial potentials, their conformity to conditions, the purposes and tasks of agricultural production are industrial resources (nature-biological, technical, labour, organizational, financial, information, time). Each of them is characterized by the certain parameters. A special category of the factors influencing on a choice of methodology of management in technical potential of an agricultural production and on a choice of decisions on its formation, development and use, agroindustrial integration and agricultural cooperation makes. In this connection the technical potential represents the integrated factor of efficiency of agricultural production, and purposeful decisions on its formation cause not only economic, but also technological and social effects
