Tendencies and laws of formation of the world food system development are revealed. Theoretical bases of food safety and criteria of its estimation are investigated. Features of food resources forming are discovered. Estimation of a level of the national and regional food safety of the republic of Belarus has been done. With taking them into account it is possible to found directions of balanced development of food markets in republic and its regions with the aim of improvement of the national economics requirements in agroindustrial complex production and rational use the food potential. Food safety has been considered in the three specific aspects: quantitative, qualitative, social and economical ones. The main peculiarities of those aspects are given. On the one hand food safety is the problem of agroindustrial sector and here it is transformed to the attempt to the self-sufficiency with foods, from the other hand it concerns to the macroeconomic problems dealing with efficiency of social production, level of and differentiation of population incomes, unemployment
