[Food market of Belarus: problems of development and strengthening of competitiveness]

The article presents a brief evaluation of the state of the food market in the country. The priorities of the market infrastructure development are emphasized. The advantages of cooperation and integration of managing subjects are established to achieve the objectives of the stability of the food market. It is shown that the development of agriculture and market is the immediate task in the country. Accents are made on the necessity to improve the quality of national foodstuffs. It is shown that the foreign economic orientation of national agricultural complex is inevitable. The main directions in the complex development of the market of material and technical resources are outlined. With the purpose of food safety, protection of domestic commodity producers more effective state regulation of foreign trade activities in sphere of agroindustrial complex, application of flexible customs modes is necessary. In this connection the following stages are necessary: use of the tactical custom duties in view of interests of the country and the national commodity producers, active reaction to the facts of dumping from importers of food resources, toughening of quality assurance and safety of import foodstuffs and their components; use of system of special and seasonal duties, tariff quotas and restrictions for protection of national commodity producers in concrete kinds of foodstuffs; toughening of sanitary and phytosanitory norms on imported production with the purpose of embargo of foodstuffs of inappropriate quality on home markets; stimulation of manufacture of agricultural production for export, encouragement of export with a number of economic levers, application of effective measures of alignment of structure and balance of the internal and external markets of foodstuffs
