Formation of the food conglomerate (on grain, milk, meat, sugar, potatoes) and creation of system of its development is intermediate step on the way to the modern innovative economics. In conditions of complicated competitive struggle participants of the food conglomeration unite their resources and means of financial institutions for creation of a new production, achievement of greater economic efficiency and reception of access to new technologies and markets. is Diffusion of innovative activity from one subject of economic relations to another is the result of activity of the food conglomerate (corporation, cluster). Therefore conglomeration clusters as innovative points of growth, can become that basis on which the national innovative system can be generated. Formation of the food conglomerates is appreciably caused by change of economic role of innovations, rates, directions and mechanisms of realization of innovative processes. The basic attention in management of innovations is displaced from separate innovations on processes of creation of systems and system use that leads to necessity of reconsideration of approaches to regulation of innovative development and management, an estimation of their interaction and a precise coordination. At present innovative process is based mainly on conglomeration interaction of the enterprises, the organizations making, distributing and using high technologies. Necessity of creation of the food conglomerate for conditions of dynamical changes for scientific and technical sphere inevitably leads to growth of innovative cooperation, formation and updating large diversified, research-and-production corporate structures in national economies.
