[The possible contribution of futures to wheat market stability in Europe]

The article points to the increasing uncertainty under which wheat farmers in Italy and in Europe as a whole are working as price guarantees are gradually removed under the Common Agricultural Policy and examines the possibility that use of futures markets might contribute towards relieving this uncertainty. It explains that under the former system of price guarantees the conditions for the existence of a successful futures market did not exist, since price variations were not such as to raise the need for operators to seek cover against risk through futures contracts. The basic mechanisms of futures contracts and a review of the principal literature on the subject, both theoretical and empirical, tracing the development of ideas about the contribution that futures markets can give to the reduction of uncertainty on operators, are described. The situation in United States is compared with the one in Italy: in USA wide price fluctuations have not been accompanied by reductions in area under wheat production like in Italy. It is suggested that the mechanism of futures market has played an informative role for American farmers which helped them in cropping choices. This lacked in Europe. It is suggested that futures might play a similar role for large Italian farms of cereals sector. Different options for participating in futures markets are examined. It is emphasised, however, that a satisfactory use of futures markets by Italian farmers would depend on the availability of appropriate support services, particularly of financial consulting

[L'articolo pone l'attenzione sulla crescente incertezza in cui si muovono i produttori di frumento italiani e dei Paesi dell'Unione Europea a seguito del graduale smantellamento del sistema dei prezzi garantiti nell'ambito della Politica Agricola Comune ed esamina la possibilità che l'adozione dei mercati a termine possa contribuire a una riduzione di tale incertezza. Esso spiega che nel sistema precedente di prezzi garantiti non esistevano le condizioni per i mercati a termine, dato che le variazioni di prezzo non erano tali da indurre gli operatori a cercare coperture di rischio attraverso queste forme di contratti. Sono descritti i meccanismi di base dei contratti futures e viene presentata la principale letteratura, sia teorica, sia empirica, sul tema, sviluppando considerazioni sul contributo che lo sviluppo dei mercati futures può fornire alla riduzione dell'incertezza a carico degli operatori. La situazione negli USA viene confrontata con quella italiana: negli USA ampie fluttuazioni di prezzo non sono state accompagnate, come in Italia, da riduzioni dell'area di produzione del frumento. Si ritiene che il meccanismo dei mercati futures abbia giocato un ruolo informativo per gli agricoltori americani, aiutandoli nelle scelte colturali. Questo è mancato in Europa. I futures potrebbero avere un ruolo simile per le grandi aziende italiane a indirizzo cerealicolo. Vengono esaminate opzioni diverse per la partecipazione ai mercati futures.
