Trends and factors of rural communities in the hilly and mountainous area in Yamaguchi Prefecture [Japan]

From 1990 to 2000, 169 rural communities in the hilly and mountainous area in Yamaguchi prefecture were excluded from the agricultural census. Most of these communities were from the eastern part of Yamaguchi prefecture. In these communities, number of the farm households and population of the farmers were few. Moreover most of the farmers were aged, and the arable land area was also small. Due to the higher percent of aged farmers and declining population of the farmers, the function of the rural community becomes very weak. Especially, this tendency was remarkable in the rural communities having 30 or less farmers. The differential factors in rural communities such as, small arable land area, the management methods, the character and the structure of employment greatly influenced the decrease of population of the farmers and making the farmers aged. Thus, maintenance of the rural community function is necessary to maintain the rural community properly. It is also necessary to continue cooperation within the plural number of communities. This is because the community scale is too small. One level of cooperation should include 30 or more farmers.
