The replacement of GDP per capita with a different parameter in regional development level measurements in Latvia

Since in Latvia GDP is not published for territories smaller than a region, and since Latvian regional GDP calculations are published with a great lag-factor in time, the aim of the work was to find an indicator that could replace GDP in measurements of regional development levels. In evaluating the determination coefficient and the F empirical of the determination coefficient, the best results in expressing GDP as the final indication are described by the following variables: municipal tax income per capita: net sales of companies per capita; the number of economically active enterprises per 1000 residents, and the non-financial investment per capita. The author concludes that GDP per capita in measurements of regional development levels is replaceable with other factors which closely correlate to GDP. The best determination coefficient is produced when GDP per capita is replaced by net sales of companies per capita. However, the author suggests using municipality's generated income by tax per capita as a parameter to replace GDP in measurements of regional development levels, as this parameter is more effectively available and is accessible at all administrative units of Latvia.

Tā kā Latvijā iekšzemes kopprodukts (IKP) netiek publiskots mazākām teritorijām par rajonu un IKP par Latvijas rajoniem tiek publiskots ar lielu laika nobīdi, tad darba uzdevums bija atrast indikatoru, ar kuru aizvietot IKP reģionālās attīstības līmeņa mērījumos. Kvalitatīvajā analīzē no vairāk kā simts ekonomisku un sociālu indikatoru tika izvēlēti 11 relatīvie rādītāji. Vērtējot determinācijas koeficientu un determinācijas koeficienta F empīrisko vislabākos rezultātus izsakot IKP kā rezultatīvo pazīmi var atklāt šādi mainīgie: pašvaldību nodokļu ieņēmumi uz vienu iedzīvotāju, uzņēmējsabiedrību neto apgrozījums uz vienu iedzīvotāju, ekonomiski aktīvo uzņēmumu skaits uz 1000 iedzīvotājiem, nefinanšu investīcijas latos uz vienu iedzīvotāju. Autors kā IKP uz vienu iedzīvotāju aizvietotāju reģionālās attīstības līmeņa mērījumos iesaka lietot pašvaldību nodokļu ieņēmumus uz vienu iedzīvotāju.
