Animal feed quality in the light of old and new regulations [Serbia]

The majority of animal feeds are of plant origin, and there is a decreasing trend in the use of feeds of animal origin. The feed are accepted as quality when they have favourable sensory properties, optimal nutritive value, are hygienically suitable and harmless. Sensory properties of feeds may be changed under a number of physical, chemical and biological factors, although those changes are not necessarily a sign of decreased nutritive value and usefulness. Nutritive value in feeds of plant origin depend on the species, cultivar and hybrid, also of the biological phase when the feed was harvested, conditions of production, conserving and/or processing process, and it can vary very much. Nutritive value of concentrated feeds (plant or animal origin) is regulated with Bylaw about quality and other requirements for animal feeds (2000). Due to a need for harmonization of our (Serbian) laws with EU laws it is important to prepare and make effective a new Law of animal feeds and Bylaw about animal feed quality. Also, it will be important to define by an official act the obligation to implement a system of self control with the use of HACCP system. This system would contribute to the decrease a risk of residues and contaminants that may be present in animal feeds.
