The algorithms for calculating the carbon budgets (CB) of forests by pools of dead wood, litter and soil were considered taking into account the recommendations of Intergovernmental Panel on Climate Changes. The method of stock change calculation was used for CB estimation by pools of dead wood. The substance of the method is an estimation of general carbon stocks in each pool in different time points. Then a ratio of the stock difference to time period is calculated. The estimates for CB based on the pools of dead organic matter for managed forests in Russia were obtained. During 1990-2004 the mean values of carbon absorption by dead wood amounted to 7.8*10E6, varying from 13.2 to 25.4*10E6 tons yrE-1, by litter to 2.2*10E6, by soil to 9.6*10E6 tons yrE-1. Carbon final values of pool dead organic matter in managed woods of Russia vary from 28.2*10E6 up to 57.4*10E6 tons C yrE-1 at an average value 19.6*10E6. The mean carbon absorption by managed forests of Russia subject to the pool of phytomass equaled 95.7*10E6 ton yrE-1 (350*10E6 ton yrE-1 CO2) varying from 54.9 (in 2000) to 236.6*10E6 ton yrE-1 (in 2003). The percentage of phytomass was 80%, the percentage of pool dead organic matter (dead wood, litter and soil) was 20% in the carbon sink. CB reflects all the measures for management of forests in Russia, including forest use, forest restoration and conservation and protection of forests. Double decrease of forest management intensity, that happened in the beginning of 1990s, contributed greatly to carbon sink growth.
