[Flooding as an ecological threat of the Donbas]

English. The article deals with acute problems of the Donbas: what sources the chronical water deficite can be replenished from and how underflooding of the territory can be stopped. A comment is given on implementing the Decree of the Cabinet of Ministers of Ukraine as of 15.02.2002 titled On approving the Complex Programme for liquidating the underflooding of territories in cities (towns) and villages of Ukraine. Described are nature resources of the Donechchyna (the Donetsk oblast of Ukraine), which, while occupying 4.4% of the total area of this country, covers 10% of its population, produces 20% of industrial products but in doing so it emits into the environment about 40% of harmful atmospheric emissions, 31% of polluted sewages. Determined are factors of underflooding, in particular shallow bedding of the water-proof horizon, breaking the surface and underground stream flows on developed territories, leakages from water-supply systems, the absence of storm sewer systems, lowering the draining role of stream flows because of silting their beds and the presense of the great many of sediment ponds, sinking of the ground surface on developed territories etc. The settlements relating to the most underflooded ones are stated. It is also noted that in connection with closing a great number of unprofitable mines, they are liquidated by means of flooding, and the process of restoring the natural levels of subsurface water aggravates ecological problems. Prospects of the works on liquidating and preventing underfloodings in the Donechchyna are elucidated.

Russian. Рассматриваются острые проблемы Донбасса: чем восполнить хронический дефицит воды и как приостановить подтопление территории. Комментируется ход выполения Постановления КМ Украины от 15.02.2002 г. «Об утверждении Комплексной программы ликвидации подтопления территорий в городах и селениях Украины». Описываются природные ресурсы Донеччины, которая занимая 4,4% площади страны, охватывает 10% ее населения, производит 20% промышленной продукции, на при этом поставляет в окружающую среду почти 40% вредных выбросов в атмосферу, 31% – загрязненных стоков. Определены факторы подтопления – неглубокое залегание водоупорного горизонта, нарушение поверхностного и подземного водотока на застроенных территориях, утечки из водопроводных сетей, отсутствие ливневой канализации, снижение дренирующей роли водотоков из-за заиливания их русел и наличие множества прудов-отстойников, «проседание» земной поверхности на подработанных территориях и др. Указаны наиболее подтапливаемые населенные пункты. Отмечается, что в связи с закрытием большого количества «нерентабельных» шахт, они ликвидируются путем затопления, а процесс восстановления естественных уровней подземных вод обостряет экологические проблемы. Освещены перспективы работ по ликвидации и предупреждению подтоплений в Донецкой области.
