Human Resources and Sustainable Agricultural Development

The sustainability in the human resources development is considered as a factor for stable agricultural development, while as basic characteristics of sustainability regarding human resources are taken into account their demographic development, educational and professional qualification level. The analysis covers the last decade of human resources development in Bulgaria and hypotheses concerning medium term perspectives are given and proposed. The conclusions from the research are that the state, trends and medium terms perspectives of the human resources in the agricultural sector are controversial: - Physically, the human resources decrease following the trend of their main source, i.e. rural population. This trend will resist and continue for the future as well; - The age structure is unfavorable and it is assumed to worsen on; - The number of the employment during the last decade is comparatively stable, with a slight tendency to increase during the last several years, which is expected to continue in the future; - The educational proficiency level is low, tending to be slightly improved during the last years and for the future. Secondary and tertiary agricultural education is being stabilized but the mechanisms for attracting proficient specialists in the agricultural sector do not function well. At the dew of Bulgarian membership in EU, the human resources show certain and partially improving stability but at a relatively low level as in relation to the physical aspect so in terms of age and education qualification characteristics.
