The rate of potential biomass production such as wheat is determining by the length of growing period, radiation regime, and temperature and crop genetic characteristics. Previous studies showed that management practices would increase water use efficiency and possibility of getting high yields per each millimeter rain, if consider right crop rotation, on time planting, fertilizer use, and control weeds. Recent years experience showed that transfer technology to farmer's field have a very interested result. Although, having more research stations would guarantee successfulness of transfer technology but needs more invest that beyond most of government's capacity. So, one of the most important factor to succeeded sustainable crop production in rainfed areas, is characterization of site, climate and crops. In this study, graph of precipitation, temperature, growing period, water balance, accumulated heat units and potential biomass productivity have been created using climate data covering the period 1973-1998. Then, by using relationships between length of growing period and biomass productivity, and the concept of crop adaptability groups, biomass productivity index developed for a particular climate based on its moisture and temperature regime. The productivity index allows comparing different climates, and within a single climate which crop group has a comparative advantage.
