In this paper, we analyzed the factor of carrying out a winter-flooding paddy field on Miyagi Kabukuri-numa and the surrounding rice paddies. Miyagi Kabukuri-numa and the surrounding rice paddies were registered into the Ramsar Convention swamp in 2005. However, the number of habitations of living things has decreased around there. Then, the activity of preserving the native habitat of living things by making the area a winter-flooding paddy field expanded in Osaki city. In this paper, we analyzed the factor of carrying out a winter-flooding paddy field by the logit model. As a result, 'sale of top-grade rice', the 'first part-time farm household', and 'agrochemical-free and non-chemical fertilizer cultivation area' were adopted as a variable which affects enforcement of a winter-flooding paddy field.
