The big and medium size cities (towns) in Latvia become a basis for formation of polycentres. They favourably influence the development of surrounding small towns, rural municipalities and areas. It is expected that republic cities and areas will embrace all territory of Latvia after accomplishing the administrative territorial reform. Local governments could become organizers and coordinators of territorial (regional) clusters. They could include deconcentrated territorial state institutions, entrepreneurs, NGO, universities and citizens on voluntary basis. Organisation of territorial clusters will succeed the priority of territorial planning instead of priority of sectoral planning which is in force today.
