This study shows an analytic framework for government-private sector partnership in funding and directing agricultural R and D [research and development]. The main objective of this project is the development of a long-term strategic policy framework and indicative adjustment plan for the Agriculture and Fisheries Research, Development and Extension (AFRDE) that would effectively improve the agricultural research and development activities for poverty alleviation and international competitiveness. The project consists of twenty-seven writers assigned to write individual reports on the twelve identified priority crops, particularly on the challenges of how each crop will be ready for its domestic demands and international competition. There are also investment recommendations, policy approach, and development strategy, along with proposed programs for each crop.
