[The agro-industrial sector development national project: what should be done?]

The pre-conditions of setting new goals of Russias agro-industrial sector (AIS) development have been considered. They are: world food demand increase; world food crisis which contributes to the domestic agricultural output growth in spite of its high costs and presents agricultural imports from increasing; essential production potential of Russias agriculture; geopolitical motivation of settling new territories and rural-urban migration; a great deal of currency and gold in the Federal Reserve Fund used inefficiently. Therefore, the author suggests the AIS development strategy. Its objective is to meet the domestic demand for food and raw materials as well as to form sustainable export potential. The strategical project of the AIS development suggests AIS competitiveness improvement based on technical and financial frameworks; sustainable rural development, non-agricultural activity in rural areas, rural livelihood improvement; Russias involvement in the new world food market organization. For the AIS sustainable development, it is suggested to increase government support for AIS by many times to restore the resource base of agrarian sector and improve soil fertility, to modernize agriculture and processing industry through the adoption of resource and energy saving ecological technology, to develop flexible agricultural structure based on legal form diversity and vertically integrated corporations leading role; to provide financial sustainability of agricultural production
