Objectives were research on core competency of Changwat Phare and its strategy position. The secondary data was analyzed by factors effecting to GPP, trend analysis, LQ and BCG Matrix. The primary data was analyzed by TERMS model, SWOT analysis, 5 Forces model, position portfolio classification and strategy model and evaluated the potential of 5 capital which is natural resources, economics, human resource, social and finance. According to the research, Changwat Phare has the potential to develop all sectors. The strategy position is protect position that means Changwat Phare should more invested for greater business opportunity. The first of all, Changwat Phare should be emphasized on human resource development by acknowledging the technologies as the entrepreneur's requirement. In the future, if the status was been the second priority city of LannNa Region and the product transportation center which presented the character of commercial gateway. Then, at the present Changwat Phare should prepared the study of the alternatives and feasible projects of potential development on the core competency which for the expected scenario.
