The Decree 13-CP (1993) has allowed the formation of to Vietnam agricultural extension systems. The Decree assigns structure for each extension level: central, provincial, district, and commune. However, only national, provincial and district levels have a relatively full worked-out system of regulations and implementation mechanisms. The local extension networks where agricultural programs are directly implemented for farmers are short of material and human sources. Extension activities are not regulated and rarely satisfy the demands of farmers and attract their participation. Besides, their activities have little or no cooperation with extension actors in and their locality and in other ones. From 2003 to 2005, Agrarian Systems Department (ASD-VAST) has cooperated with the Agricultural Extension Center of Hai Duong province in establishment of a pilot local extension network in Phu Dien commune, Nam Sach district. This model aims to overcome current limitations of local extension. However, the extension workers' capacity has not been improved so much due to the lack of adaptative institutions. It is necessary to continue the research in this orientation
