The paper analysised on the regional comparative advantages, cost advantages, quality advantages, brand and technology advantages of Hunan rice by using theoretical and empirical methods. The rice production in Hunan had strong regional comparative advantage, quality advantage and brand advatage, no obvious technology advantage and cost advantage. And the paper discussed the feasible countermeasure of enhancing Hunan rice industry, which included improving rice quality by scientific and technological progres,enhancing overall efficiency of rice production, implement strategy of product quality, establishing risk-sharing mechanisms of enterprises and farmers, developing rice intensive processing.
