Suggested conceptual solution Kladovski Ključ irrigation system covers arable lands of municipality Kladovo in the basin of the hydraulic power station Đerdap II (Serbia), 24.500 ha of total area. Analyses include, besides the natural and social parameters which are relevant for the system of this kind, possibility of forming water users association by introducing the integration factor. Water users association can lower the initial investment in system, promote rationality during exploitation of the system and increase managing functionality and reliability. A paper gives short description of most important design solutions linked to realization of this system: construction by stages, with giving the priority to farmers that are willing to do a redistribution of field and integrate in an irrigation system; education of future users implicating forming water users association and moving toward world market economic conditions.
