The model and methods providing for a five levels' system of the estimation of innovative projects are proposed. Comparison of the main documents regulating scientific standard and competitive level of innovation in the Republic of Belarus is made. Deficiencies of the innovation projects and propositions touching their liquidation are presented. Evaluation of innovation projects of different etiology is made. A card of the technical level of innovation projects is shown. Calculation of the competitiveness level according the economic parameters is made. A card of innovation project competitiveness level is presented. The evaluation results of scientific and technical level of innovation projects along with their competitiveness rate are displayed. Integration evaluation of the projects is made. A special at¬tention is paid to the calculation of the index of competitiveness of innovations and sequence of the final integrated estimation which enables to choose the most perspective innovative proposals and projects at the stage of preliminary analysis. The evaluation model, including gradual analysis of the market importance, producing feasibility, competitiveness level, is presented and recommended to be used for blocking out unpromising researches in an infant state.
