Obtención de fuentes cartográficas para la gestión de Espacios Naturales Protegidas (ENP): Parque Natural de Urbasa y Andía (Navarra)

Spanish; Castilian. El Parque Natural de Urbasa y Andía está situado en el noroeste de Navarra. Se trata de un espacio natural con importantes aspectos geológicos, biológicos y ecológicos. Tiene una superficie de 21408 hectáreas, ocupada principalmente por bosques de haya y pastos de montaña. Tras su declaración como Parque Natural, se aprobó su Plan de Ordenación de Recursos Naturales (PORN), que establece las normas básicas para las actividades que tienen lugar en este espacio. Cuenta, además, con un Plan Rector de Uso y Gestión (PRUG) (BONA, 2002), que define las normas, directrices y criterios para el uso del territorio. El objetivo principal de este trabajo es la aplicación de metodologías SIG para la obtención de fuentes de información, principalmente cartografía, que pueda ser utilizada como apoyo para la gestión del Parque. Se pretende que, el uso y la aplicación de los resultados obtenido, permita mejorar diversos aspectos de la gestión de estos espacios, ya sea optimizando los mecanismos de acción frente a incendios (Fernández-Couto, 1998; Alejo et al., 2000), o bien, previniendo la erosión del suelo. Otro objetivo secundario es la obtención de mapas de uso turístico y/o educativo-informativo, para atraer a los visitantes del parque y hacerlos partícipes de su belleza. Éste es el caso de los mapas de ubicación y descripción de los puntos de interés paisajístico (Moreno y García-Abad, 1996; Madiedo y Bosque, 2006). Los datos empleados proceden del Servicio de Cartografía de Navarra que ofrece los límites georreferenciados y fotografías aéreas a escala 1:10000. También se ha utilizado la información del proyecto Corine Land Cover que desarrolla la creación de una base de datos de usos de la tierra 1:100000 en la Unión Europea y que tiene como principal objetivo la captura de datos digitales e imágenes geográficas recogidos a través de la serie de satélites LandSat y Spot. Este último proyecto, presenta el problema de que fue diseñado para un área muy grande y las escalas locales no siempre funcionan así, por lo que fue necesario completar esta información con la obtenida mediante fotografías aéreas y mapas de hábitats.

English. Nature Park of Urbasa and Andía is located in the Northwest of Navarra. It is a natural area with significant geological, biological and ecological aspects, which enabled its declaration as a Natural Park, to ensure their conservation in harmony with traditional and new uses of enjoyment of nature. It has an area of 21,408 hectares, whose territory is occupied mainly by beech forests and mountain pastures, and given its nature was appointed SCI (Site of Community Importance). For his statement as a Natural Park, was developed the Management Plan of Resources Natural (MPRN), which establishes the basic rules for the activities that take place in this space. Also, approved the Plan of Use and Management (PUM) (Boletín Oficial de Navarra, 2002), which defines the standards, guidelines and criteria for use of territory. The main objective of this work is the application of GIS methodologies for obtaining information sources, mainly mapping that can be used to support the management of the natural park. Therefore, in some cases proposed methodologies have been applied by other authors and, in others, their own methodologies. It is intended that the use and application of the mapping results obtained that can improve various aspects of natural park management, either optimizing the mechanisms of action when dealing with a fire (Fernández-Couto, 1998; Alejo et al., 2000), whether in action to prevent soil erosion. Another secondary objective is to obtain maps for tourist use and/or educational-informative, with the ultimate aim of attracting visitors to the natural park and make them partakers of his beauty. This is the case, for example, the mapping of location and description of points of landscape interest (Moreno and García-Abad, 1996; Madiedo and Bosque, 2006). To obtain data, the Mapping Service of Navarra provides in format “shape” the georeferenced limits and 1:10000 scale aerial photographs. It has also used information from the Corine Land Cover project that develops the creation of a database 1:100000 land use in the European Union and has as main objective, the capture of digital data and geographic images collected through the series of Landsat and Spot satellites.
