Competitiveness of Kurzeme region [Latvia] | Kurzemes reģiona konkurētspēja

Latvian. Līdz ar Latvijas iesaistīšanos starptautiskajos integrācijas procesos, arvien aktuālāks kļūst jautājums par Latvijas un tās atsevišķu reģionu konkurētspējas novērtēšanu un paaugstināšanu. Pēc esošo konkurētspējas novērtēšanas metožu analīzes var secināt, ka dažādu līmeņu un veidu teritoriju attīstību un konkurētspēju vislabāk raksturo sintētisks jeb vispārināts rādītājs – konkurētspējas indekss. Pamatojoties uz autores veikto pētījumu par reģiona konkurētspējas būtību un to ietekmējošiem faktoriem, tika izstrādāts reģionu konkurētspēju ietekmējošo faktoru modelis, veikta reģionu konkurētspēju ietekmējošo faktoru un rādītāju atlase un analīze. Pēc autores izstrādātās reģionu konkurētspējas indeksa (RKI) funkcijas tika aprēķināts RKI Latvijas plānošanas reģioniem. Viskonkurētspējīgākais 2007.gadā bija Rīgas plānošanas reģions. Savukārt Kurzemes reģions konkurētspējas ziņā ierindojas 4.vietā aiz Zemgales un Vidzemes reģioniem. Pēdējo vietu ieņem Latgales plānošanas reģions. Kopējais Kurzemes konkurētspējas līmenis, salīdzinot ar pārējiem Latvijas plānošanas reģioniem, ir zem vidējā līmeņa. Konkurētspējīgākā sfēra Kurzemes reģionā ir dabas resursu esamība, tomēr ņemot vērā nelielo šīs jomas svarīgumu, tā būtiski neietekmē kopējo RKI. Savukārt, tajās jomās, kurām relatīvais svars ir augstākais (inovācijas un pētniecība, ekonomika un ražošana.), Kurzemes reģiona konkurētspēja ir zema vai ļoti zema.

English. Latvia is involved in international integration processes and therefore the question about evaluation and promotion of competitiveness of Latvia and its regions becomes more topical. After analyses of the existing methods of evaluation of competitiveness it is possible to conclude, that the best way how to characterize development and competitiveness of different territories is use of synthetic or generalized indicator – index of competitiveness. Repose on the author’s research about the essence of regional competitiveness and the factors that have an effect on it, the model of regional competitiveness factors was worked out, and regional competitiveness factors and indicators were selected and analyzed. Repose on the author’s function of Index of regional competitiveness (RKI) the RKI for Latvia planning regions was calculated. In the year 2007 the most competitive was Riga planning region. Kurzeme region took the 4th place after regions Zemgale and Vidzeme. In the last place was Latgale planning region. The total level of Kurzeme region competitiveness, if it is compared with other planning regions of Latvia, is below the mean value. The most competitive area in Kurzeme region is availability of the natural resources, but, because the relative weight of this sphere is insignificant, this area do not have the notable effect on total RKI. And, in the areas, which relative weight are higher (innovations and research, economics and production) competitiveness of Kurzeme region is low or very low.
