English. Dissertation hypothesis: The European financing has a positive impact on the development of the infrastructure, entrepreneurship and innovation, human resources, agriculture, fishery in the regions of Latvia. The aim of the research is to explore European funding in regions, identify problems in the spheres of infrastructure, entrepreneurship and innovation, human resources, agriculture, fishery and develop recommendations for improving the use of EU funding in the regions of Latvia. The objectives for achieving the aim of the research: 1) clarify the theoretical and conceptual aspects of regional development, the funds ERDF, ESF, EAGGF (guidance part), FIFG, EAFRD, EAGF, EFF and the programmes PHARE, ISPA, SAPARD as instruments for regional development; 2) explore the determinants of the use of European funds and analyze the legal documents regulating the financing and institutional system; 3) compare EU funding of different periods in member countries, define the influence of EU funding on different economical indicators of member countries and their groups. 4) summarize and compare the balance in the use of European funding in Latvia and regions in different planning periods; define the influence of EU funding on the indicators of the financial action of SME in Zemgale region; 5) evaluate positive and negative experience of the use of EU funding and develop recommendations for improving the use of EU funding in the regions of Latvia.

Latvian. Promocijas darba hipotēze: Latvijas reģionos infrastruktūras, uzņēmējdarbības un inovāciju, cilvēkresursu, lauksaimniecības, lauku, zivsaimniecības jomu attīstību pozitīvi ietekmē ES fondu finansējums. Pētījuma mērķis ir izpētīt ES fondu finansējumu reģionos, identificēt problēmas infrastruktūras, uzņēmējdarbības un inovāciju, cilvēkresursu, lauksaimniecības, lauku, zivsaimniecības jomās un izstrādāt rekomendācijas ES fondu izmantošanas pilnveidošanai Latvijas reģionos. Risinātie darba uzdevumi pētījuma mērķa sasniegšanai: 6) noskaidrot reģiona attīstības un fondu ERAF, ESF, ELVGF (virzības daļa), ZVFI, ELFLA, ELGF, EZF un programmu PHARE, ISPA, SAPARD kā reģionu izaugsmes finanšu instrumentu teorētiskos un konceptuālos aspektus; 7) izpētīt ES fondu izmantošanas noteicošos faktorus un analizēt finansējumu reglamentējošos tiesiskos dokumentus un institucionālo sistēmu; 8) salīdzināt dažādu periodu ES fondu finansējumu dalībvalstīs, noteikt ES fondu ietekmi uz dažādiem dalībvalstu un to grupu ekonomiskajiem rādītājiem; 9) apkopot un salīdzināt sabalansētību ES fondu finansējuma izmantošanā Latvijā un reģionos dažādos plānošanas periodos; noteikt ES fondu finansējuma ietekmi uz MVU finansiālās darbības rādītājiem Zemgales reģionā; 10) izvērtēt ES fondu izmantošanas pozitīvo un negatīvo pieredzi un izstrādāt ieteikumus ES fondu finansējuma izmantošanas pilnveidei Latvijas reģionos.
