English. The PhD Thesis has been written to be awarded a PhD degree in the regional economy sub-branch. The aim of the PhD Thesis is to perform the analysis of the development potential of Southern Latgale and to and to work out the economy development directions and perspectives. To achieve the aim, the following objectives were attained: - to study the regional development policy in Latvia, to clarify the motifs of the territories of Southern Latgale and to define the potential of territorial development; - to determine the basic principles of the experience of good practice of the development of Ireland, basic prerequisites of economic development and the admitted mistakes; - to perform the comparative analysis of the development potential of the territories of Ireland and Latvia, based on the analysis criteria of the alternatives to increase the development potential of the territories; - to assess and analyse the present situation, the historical, social and economic unity of the territories of the sub-region and to offer the characteristics of the development potential of the territories of Southern Latgale; - to perform the analysis of the opinions and assessment of the inhabitants of Southern Latgale about the socio-economic and political activities of the sub-region and municipalities and the future development perspectives; - to determine the priority directions and criteria of the development of Southern Latgale.

Latvian. Promocijas darbs uzrakstīts ekonomikas doktora zinātniskā grāda iegūšanai reģionālās ekonomikas apakšnozarē. Promocijas darba mērķis ir veikt Dienvidlatgales attīstības potenciāla analīzi un izstrādāt tautsaimniecības attīstības virzienus un perspektīvas. Lai sasniegtu mērķi, veikti šādi darba uzdevumi: - izpētīta reģionālās attīstības politika Latvijā, noskaidroti Dienvidlatgales novadu izveidošanas motīvi un noteikts teritoriju attīstības potenciāla definējums; - noteikti labās prakses pieredzes piemēra - Īrijas valsts attīstības pamatprincipi, ekonomikas attīstības iemesli un pieļautās kļūdas; - veikta Īrijas un Latvijas teritoriju attīstības potenciāla salīdzinājuma analīze pēc teritoriju attīstības potenciāla paaugstināšanas alternatīvu analīzes kritērijiem; - izvērtēta un analizēta esošā situācija, subreģiona novadu teritoriju vēsturiskā, sociālā un ekonomiskā vienotība un sniegts attīstības potenciāla raksturojums Dienvidlatgales novados; - veikta Dienvidlatgales iedzīvotāju uzskatu un vērtējumu analīze par reģiona un pašvaldību sociālekonomisko un politisko darbību un nākotnes perspektīvām; - noteikti Dienvidlatgales prioritārie attīstības virzieni un perspektīvas.
