Paper analyses the necessity for establishing the associations of water users in the Vojvodina Province, Serbia, with focus on advancing the usage of canal systems for two connected purposes - irrigation and drainage. Good practices from different countries are presented including an example from neighbour country Romania. Pilot model of possible water users association for particular irrigation system Topolovac is proposed. Assuming that water committee of this association exists, democratic and transparent decision-making process is simulated to illustrate how using combined multicriteria analysis and social choice (voting methodology) may lead to valuable decision-making outcome.
