Sustainable development (SD) is considered as the strategical objective of rural areas management in Russia. The SD organizational tool encompasses the spheres of power and management, law, finance, economics, sociology, information and communication. The knowledge- and innovation-based rural economy couldn't be sustainable without the consistent institutional infrastructure for investment process at the municipal level. The investment analysis for Russia's agriculture, based on the 2000-2008 data, showed that the investment into the fixed capital increased from 31,442 to 215,600 mln. roubles, whereas the share of loans to the total investment went up from 26.7 to 60.2%. Commercial banks provided the most part of the loans. Vertically integrated entities in the shape of holding companies are suggested as the base of investment institutional infrastructure. The infrastructure should also include the informal sector of rural economy, i.e. household farms. Based on the results of rural investment resources analysis for Bashkortostan, one of the Russian republics, their management effectiveness has been evaluated by municipalities. The investment project development procedure, as well as the investment project effectiveness evaluation system have been outlined. Besides, the framework for private-municipal partnership mechanism is represented.
