Spanish; Castilian. Este artículo trata de la cooperación transfronteriza institucional entre España y Portugal. En primer lugar abordamos la naturaleza específica de dicha cooperación desde el punto de vista de los principales agentes sociales involucrados en ella, en segundo lugar identificamos las trabas que lastran dicha cooperación y los principales retos a los que se enfrenta; en tercer lugar, describimos las principales estrategias para “hacer cooperación” recurriendo a dos modelos contrapuestos: rural/urbano. Por último, intentamos definir a la denominada “cooperación transfronteriza de segunda generación” y ofrecemos algunas sugerencias o recomendaciones para mejorar la cooperación transfronteriza entre España y Portugal, de cara al futuro
Show more [+] Less [-]English. This article deals with institutional cross-border cooperation between Spain and Portugal. We first address the specific nature of such cooperation from the point of view of the main social actors involved; secondly, we identify the obstacles which hinder such cooperation and the major challenges faced; thirdly, we describe the main strategies to ‘achieve cooperation’ using two opposed models: rural/urban. Finally, we attempt to define so-called ‘second generation cross-border cooperation’ and offer some suggestions or recommendations for improving cross-border cooperation between Spain and Portugal in the future.
