Considerations in formulating the transfer of services in the water sector.

This report outlines the work carried out by the authors in support of the objectives of a research program on support services for locally managed irrigation funded by the Government of Germany. The programs and present features of established Water Service Entities (WSEs) and their services in six countries were examined. All dealt with irrigation distribution, though three included related water services to the farmers. There were significant differences in the scope of transfer among several. Five exhibited serious flaws that, uncorrected, place the survival of the WSEs, as now conceived, at risk. Some flaws were caused by the nature and extent of the transferred responsibilities and powers. The same five suffered from inadequacy of essential government institutions and several from the current level of support.
