Cap Verde has to date used the food aid it requires due to its unfavourable climatic and economic conditions to implement food-forwork-programmes, primarily for road construction and afforestation. Steps are now gradually being taken to modify the already-successful application of food aid to prevent counterproductive effects of centrally controlled infrastructure programmes. Counterport funds from food aid are to increasingly benefit private and directly productive sectors. It is only in this way that rural areas' reserves of technical potential can be optimally harnessed and dependency on food aid reduced in the medium term.
