Erwartungen von Landschaftspflege und Naturschutz an die Flurneuordnung der neunziger Jahre.

DEUTSCH: Die aktuelle Entwicklung des laendlichen Raumes erhaelt aus der Neuorientierung der agrarstrukturellen Rahmenbedingungen ihre wesentlichen Impulse. Naturschutz und Landschaftspflege sind aufgerufen, ihre Erwartungen an die Flurneuordnung der kommenden Jahre zu artikulieren und in die Diskussion um die zukuenftigen Aufgaben laendlicher Bodenordnung einzubringen. Heute rueckt die Notwendigkeit einer ganzheitlichen ressourcenschonenden Planung fuer den laendlichen Raum in den Vordergrund. Landschaftspflege und Naturschutz richten ihre Erwartungen auf die Umweltvertraeglichkeit der Flurneuordnungsmassnahmen sowie auf den Einsatz des Bodenordnungs-Instrumentariums fuer eine oekologisch orientierte Pflege, Entwicklung und Regeneration der Agrarlandschaft. Massstaebe fuer die Umweltvertraeglichkeit der Flurneuordnung lassen sich dabei aus der Eingriffsregelung des Bundesnaturschutzgesetzes wie auch aus den Vorgaben des Gesetzes ueber die UVP ableiten. Anforderungen an den Einsatz der Flurneuordnung in der Agrarlandschaft muessen vom Prinzip der Umweltvorsorge getragen sein. Nicht zuletzt sind Landschaftspflege und Naturschutz selbst in der Pflicht, landschaftstypbezogene Leitziele fuer die Entwicklung des laendlichen Raumes vorzugeben, die in der Flurneuordnung umgesetzt werden koennen. Landschaftspflege, Umweltvertraeglichkeitspruefung, Flurbereinigung, Landscape management, env*onmental impact assessment, land consolidation.

English. The current development of the rural areas is getting its substantial impulses from the newly orientated framing conditions of the agrarian structure. Nature protection and landscape management are called up to articulate their expectations towards land consolidation during the oncoming years and to bring them into the present discussion about its future tasks. Most important nowadays is the necessity of a rural space planing, that follows the principles of a considerate management of natural resources. Landscape management and nature protection direct their expectations towards the environment quality of the measures of land consolidation as well as towards the inset of the consolidation-instruments for an ecologically orientated management, development and regeneration of the agrarian landscape. Standards of environment quality of land consolidation can be derived from the arrangements of landscape-interferences in the Federal Law of Nature Protection as well as from the regulations of the Law of Environment Impact Assessment. The demands on the inset of land consolidation in the agrarian landscape have to be ruled by the principles of environment precautions. Last but not least landscape management and nature protection have the obligation to put forward guiding targets for the development of rural areas referring to different types of landscapes, that are realizable in land consolidation.
