Although there are plenty of skilled small farmers, good merchants and small entrepreneurs in the third world, just this part of the traditional economy lacks a dynamic development. The state is still considered the prime mover and is made solely responsible for all activities in the field of innovation, investment and capital accumulation. However, the financial strength is not sufficient anymore today to allow the billions of people who live in rural areas and who persist in a merely accepting attitude to participate at the progress. In view of the long-term, strained financial situation of the state, this branch of the economy with its high job intensity should substitute to a steadily growing extent as the motor for exterminating poverty and malnutrition, and for promoting employment and growth in the rural areas. The establishment of a rural financial organization should serve this purpose.
