The ways to establish and implement HR and the water management profession in water management, and especially in the water activity, are the subject of this paper. The role and importance of HR will come to expression in the new conditions created by transitional and integration processes. The most significant results are expected from the implementation of the EU directives on water. The water management profession shall become enriched through the development of HR, which will create the basis for a more efficient management of water and the water activity. Knowledge, creativity, skills, innovation and entrepreneurship will lead to a level of HR that shall, through the water management profession, provide the water activity with a high place on the scale of social values, especially in the public sector.
