Conceptual bases of agrarian strategy of Russia | Концептуальные основы аграрной стратегии России

English. The circumstances of global nature (such as population growth, deficiency of the food and its rise in price) and huge unused land resources of Russia create positive opportunities for domestic agriculture which should be used at determination of the goals and objectives on leading it out of the deep crisis and of its modernisation on the innovative-investment basis. In article the attention is focused on "failures" of the market and the state in transformations of the property relations, first of all land relations, on degradation of resource potential and an infrastructure of rural areas, necessity of its humanitarian modernisation and state support taking into account the foreign experience. In a context of the given problems the basic methodological approaches to development of agrarian strategy of the country on long-term prospect are considered. Importance of the system, complex solution of problems of agrarian sphere development is marked out as opposed to partial measures - so called "life buoys" - which distinguished the state agrarian policy practice so far. One of conditions of increase of its efficiency is connected by the author with overcoming of radicalism of alternative ideologically-theoretical positions of agrarian economists regarding an estimation as results of transformation of rural economy, both made during the years of reforms and in future, with achievement in scientific community of a conceptual consensus at formation of strategy of agrarian development of Russia.

Обстоятельства глобального характера (рост народонаселения, дефицит продовольствия и его удорожание) и огромные неиспользуемые земельные ресурсы России создают позитивные возможности для отечественного сельского хозяйства, которые необходимо использовать при определении целей и задач по выведению его из глубокого кризиса и модернизации на инновационно-инвестиционной основе. В статье акцентируется внимание на «провалах» рынка и государства в преобразованиях отношений собственности, прежде всего земельной, деградации ресурсного потенциала и инфраструктуры села, необходимости гуманитарной его модернизации, и господдержки с учетом зарубежного опыта. В контексте данных проблем рассматриваются основные методологические подходы к разработке аграрной стратегии страны на долговременную перспективу. Отмечается при этом важность системного, комплексного решения задач развития аграрной сферы, а не частичных мер, «спасательных кругов», чем отличалась практика аграрной политики до настоящего времени. Одно из условий повышения её эффективности связывается автором с преодолением радикализма альтернативных идейно-теоретических позиций экономистов-аграрников в оценке как итогов прошедшей за годы реформ, так и будущей трансформации сельской экономики, с достижением в научном сообществе концептуального консенсуса при формировании стратегии аграрного развития России.
