This environmental assessment for the Tanzania River Basin Management and Smallholder Irrigation Improvement Project anticipates negative environmental impacts and proposes measures to mitigate them. Some of the measures recommended include: Arrest catchments degradation by promoting agro forestry agricultural practices, afforestation or reforestation, strengthening regulatory enforcement, promoting environmental consciousness, and strengthening measures for controlled acquisition and land-use practices. Avoid reduced water quantity, increased incidences of waterborne diseases, and poor water quality by setting mechanism for resolving water conflicts, promoting irrigation agriculture, preparing and implementing a participatory land use plan, promoting awareness of waterborne diseases as well as HIV/AIDS, and improving availability of health, water, and sanitation services. Minimize sand at intake structure by promoting upstream soil and water conservation and environmental protection. Maintain water availability for irrigation by establishing effective water management system. Avoid effects on soil and water quality by educating users on appropriate irrigation practices. Reduce fertilizer and pesticide use by employing integrated pest management system and soil fertility management. Improve drainage including disposal of water to evaporation ponds if water quality is adversely affected by drainage water. Monitor water salinity. After construction phase is completed, build bridge crossings for livestock, refill borrow pits, provide water troughs to downstream users, supply proper drainage to avoid backwater flooding, construct proper dykes to reduce flooding, and introduce adequate field service roads and crossings for easy access of harvests and services.
