Development strategy for the People's Democratic Republic of Yemen within the context of a socialist society will continue to emphasize satisfying basic needs; developing production capacity, especially in agriculture, fisheries, industry, construction, and minerals; strengthening infrastructure in transport, power, and telecommunications; raising education standards, particularly technical and higher education; and increasing exports of domestic products. These will be implemented primarily through the public sector with a well-balanced investment program. Major issues that must be addressed are low productivity, manpower constraints, construction capacity, maintenance of capital stock, and mobilization of domestic and external resources. The ambitious targets envisioned will require improving the incentive system, using manpower efficiently, and improving the managerial capacity of the public enterprises.
