The regional development potentials and constraints

Bangladesh's inherent problem of limited cultivable land has been exacerbated by a population pressure of mounting intensity. In addition, the country has suffered from river floods, an unprecedented cyclone and tidal wave, and nine months of armed conflict. Urgent relief and rehabilitation tasks have dominated Government policy, but the mobilization of domestic resources for a series of quick-yielding, low-cost, labor-intensive projects is essential at this point. The following key inputs are recommended to effect rapid production growth: (a) high-yielding seeds production and distribution; (b) inputs packages comprising seeds, fertilizer, plant protection, and improved draft animal power; (c) low-lift pump irrigation and small drainage improvements; (d) minor to medium-size drainage works; (e) tubewell irrigation and double pumping; and (f) early investigation of increasingly more difficult and major drainage works, including poldering in deeply flooded areas for flood protection and irrigated agriculture. The study also proposes special programs to develop fisheries and livestock, which have considerable potential. 29 technical reports are included.
