ESTUDIO DEL IMPACTO AMBIENTAL DEL PROYECTO REGIONAL DE AGUA POTABLE “PESILLO – IMBABURA

Se realizó un estudio para evaluar el impacto ambiental del Proyecto Regional de Agua Potable “Pesillo – Imbabura”; para lo cual se evaluó las variables: temperatura, precipitación, humedad, viento, calidad del aire, geomorfología, suelos, hidrografía, calidad del agua, vegetación, fauna, uso del suelo y demografía. Se utilizó la información secundaria proporcionada por ICA Consultores Cía. Ltda., y complementada con visitas de campo. Para encontrar los impactos que podrían producirse en el medio ambiente, se seleccionó los factores ambientales que se afectarían tras ejecutar el proyecto. Luego se identificó los impactos que las diferentes obras ocasionarían en cada uno de los factores ambientales y se procedió a realizar la calificación cualitativa y cuantitativa. Los resultados obtenidos fueron: 131 impactos ambientales, 14 positivos al medio ambiente y 117 negativos. De acuerdo al grado de influencia, la obra que causa mayor perjuicio es la construcción del reservorio de agua; y las de menor perjuicio son los estudios de topografía. Las obras beneficiosas son contratación de mano de obra no calificada y colocación de tubería en cada ramal. De acuerdo al grado de perjuicio, el impacto perjudicial más relevante es la destrucción de vegetación natural; mientras que el de menor relevancia es la disminución de la cantidad de agua. En tanto que el impacto positivo que se produce es la generación temporal de empleo.

English. A study to evaluate the environmental impact of the “Pesillo – Imbabura” Regional Potable water project was carried out. The following variables were evaluated: temperature, rainfall, humidity, wind, air quality, geomorphology, soils, hydrography, water quality, vegetation, fauna, soil use and demography. Secondary information supplied by ICA Consultores Cía. Ltda. was utilized, and complemented with field visits. To determine the environmental impacts that could be produced, a selection of the environmental factors potentially to be affected by the execution of the project was made. Then, the impacts that the infrastructure to be built could cause on the environmental factors were identified and the qualitative and quantitative qualification were done. The results were: 131 environmental impacts, 14 positive and 117 negative. According to the influence degree, the construction of the water reservoir constitutes the infrastructure that most detrimental effects causes on the environment. Topography studies are the least affecting factor to the environment. The beneficial contributions arethe hiring of non-qualified labour and placement of tubes in each canal branch. According to the degree of damage, the most relevant environmental impact is the destruction of natural vegetation; whereas the least relevant impact is the decrease of water quantity. The positive impact that takes place is the temporal job generation.
