Taking the broad objectives and specific instruments of the WWF-World Bank Alliance as a starting point, the purpose of this paper is to provide an analysis of major economic and political forces driving the deforestation/degradation process which need to be considered and addressed to maximize the achievement and effectiveness of the Alliance. By laying out some of the difficult issues at the heart of forest degradation/deforestation, it hopes to spur a frank discussion on what are the challenges facing both the World Bank and WWF. The intent is to provide a common understanding of the broader context in which the Alliance will be evolving, to identify complementary market, policy, and institutional reforms needed to achieve the Alliance's objectives, and what role the Alliance partners might play in addressing them [author]
