Особенное значение инновационный путь развития приобретает в аграрном секторе экономики в связи с широким спектром особенностей самой отрасли, региональной спецификой и повышением конкуренции в системе ВТО. Разработка новой концепции развития и управления инновационной активностью предполагает оценку характера, состава и содержания инновационной деятельности. Для регионального сельского хозяйства инновационная активность проявляется в значимости отрасли в экономике региона, степени развития ресурсного, маркетингового и инновационного потенциала крупного, среднего и малого аграрного бизнеса, уровне конкурентоспособности на рынке продовольственных товаров.
