Serbia as a very rural country and their further development must be based on investment and the improvement of agriculture, which represents the dominant economic activity of our country. The author therefore describes the state and allocated development problems and limitations of agriculture and rural areas of Serbia, which represent the basis for rural development. The author of the paper emphasizes the role and importance of local government and encouraging instruments for local economic development in the function of rural development. Through the experience of developed countries in the EU and the U.S.A. is indicated the synergistic relationship of rural development and local economic development, through the positive effects of a decentralized system and approach to development, to overall development of the country.
