Competitiveness of wheat grown in the Gezira Scheme (Sudan): Some empirical results, 1991/92-2001/02

This study was conducted in the Gezira Scheme to determine the competitiveness of wheat crop as an import substitute applying Nashashibi (1980) methodology and policy analysis matrix. In addition the study aimed at studying the main factors affecting wheat productivity using regression analysis. Results of the stepwise log linear regression analysis indicated that land preparation, irrigation number, application of urea fertilizer and seed rate were the most important factors that had highly significant effects on wheat productivity. Regarding the competitiveness of wheat crop results obtained showed that, with the exceptions of the years 1992/93, 1995/96 and 1998/99, the values of the competitiveness coefficient exceeded the values of the exchange rate indicating the relative competitiveness of the wheat crop in the Gezira Scheme. The nominal protection coefficient (NPC), ranged from 0.56 to 0.81, which implied taxed output. With the exception of the 1995/96 and 1998/99 seasons, which were characterized by lower productivity levels, wheat had a comparative advantage. The effective rates of protection (ERP) were less than unity implying a negative incentive on combination of sales and input policies
